DATA BREACH NOTIFICATION
DBE undertakes to notify customers of any personal data breach within a maximum of 48 hours after becoming aware of it and by email.
This notification is accompanied by any useful documentation to enable the Customer, if necessary, to notify this violation to the competent supervisory authority.
COLLECTION OF TECHNICAL DATA
1. DBE uses Google Analytics, a free website analytics service created by Google Ireland Limited.
Google Analytics uses “cookies”, text files saved on the site visitor’s computer, to enable analysis of the visitor’s use of the site. The information collected is used to improve the services offered to users. The information collected and its use depend on how you use their services and how you manage their privacy settings.
DBE uses Google Analytics exclusively with the “_anonymizeIp ()” extension on its site. The extension guarantees anonymization of the IP address by truncation and therefore excludes any direct personal reference. The full IP address of the site visitor will only be transmitted to Google servers in exceptional situations.
The legitimate interest in data processing lies in the optimization of this website, the analysis of website usage and the adaptation of the content. The interests of users are also protected by the “anonymization” of their data.

These General Conditions of Sale, hereinafter “CGV” govern the conditions under which DBE provides its services to its professional or individual customers who request them directly, on paper or by clicking on the contact form via the site :

They apply, without restriction or reservation, to all services or sales provided by DBE, regardless of the clauses that may appear on a customer document, in particular its general conditions of purchase. The customer is required to read it before placing any order. The choice to purchase a service is the sole responsibility of the customer.
Any order implies acceptance of the General Terms and Conditions.
ORDERS
It is the Customer's responsibility to make any written complaint regarding apparent defects or non-compliance of the service provided with the quote.
DBE reserves the right to cancel or refuse any order from a Customer with whom there is a dispute relating to the payment of a previous order.
PRICE
Prices are expressed in Euros, excluding VAT (VAT not applicable art.293B of the CGI) and NET TO PAY
The prices are those in effect on the day the order is placed, as established in the quote provided to the customer.
DBE reserves the right, outside of the validity period, to modify prices at any time.
The payment requested from the customer corresponds to the total amount of the purchase, possibly including intervention, installation, shipping, or delivery costs. An invoice is drawn up by the service provider and given to the Customer upon provision of the ordered services.
DBE may provide the customer with price reductions, discounts or rebates depending on the number of services ordered or the regularity of orders.
PAYMENT TERMS
The invoice is payable upon receipt or on the due date indicated on the invoice. No discount is granted.
Payments made by the customer will only be considered final after actual collection of the sums due by the service provider.
DBE
will not be required to provide the services ordered by the Customer if the Customer does not pay the price in full and under the conditions indicated above.

The services ordered by the Client will be provided according to the terms provided for in the quote (date of completion) by DBE.
DBE undertakes to make its best efforts to provide the services ordered by the customer, within the framework of an obligation of means and within the deadlines specified above. However, these deadlines are communicated for informational purposes only.
If the services ordered have not been provided within the deadlines indicated on the quote for any reason other than force majeure or the Customer's actions, the sale of the services may be canceled at the written request of the Customer under the conditions provided for in articles L216.2, L216.3 and L241.4 of the Consumer Code.
In the absence of reservations or complaints, expressly written by the Customer upon receipt of the services, they will be deemed to conform to the order, in quantity and quality.
DBE
will reimburse or rectify as quickly as possible and at its expense the services whose lack of conformity has been duly proven by the Customer.
RIGHT TO RETRACT
Given the nature of the services provided, orders placed by the Customer do not benefit from the right of withdrawal.
The contract is therefore definitively concluded upon placing the order by the Customer according to the terms specified in these General Terms and Conditions.
RESPONSIBILITY OF THE SERVICE PROVIDER – GUARANTEES
DBE guarantees, in accordance with legal provisions and without additional payment, the Customer against any lack of conformity or hidden defect, resulting from a defect in the design or production of the services ordered under the conditions and according to the legal terms (articles L217-4, L217-5, L217-12, L217-16 of the Consumer Code).
MATERIAL
JURISDICTION
The law governing the General Conditions of Sale is French law. Any dispute that may arise between DBE and a customer during the execution of the General Terms and Conditions will be the subject of an attempt to be resolved amicably. Failing this, disputes will be brought to the attention of the competent courts of common law.
DBE
reserves the right to modify its conditions of sale at any time.
In this case, the applicable conditions will be those in force on the date of the order by the buyer.
CUSTOMER ACCEPTANCE
The Customer expressly accepts the General Terms and Conditions. It is not possible to purchase a service without accepting these conditions provided above. The parties agree that the contract thus formed is subject to French Law.
The products and services offered are those which appear on the site, namely balloon decorations and derived products.
Release balloons:
Organizers of balloon releases and balloon releases must comply with all applicable legislation and regulations.
A request to release balloons must be sent 3 weeks before the planned date
of the event (Eure Form - balloon releases).
This form must notably include the opinion of the mayor of the municipality where
the release will take place.
